| Zusammenfassung: | This research examines the political participation of business associations in shaping the objectives, functions, and characteristics of the Costa Rican TVET (Technical and Vocational Education and Training) system from 1980 to 2021. Utilizing a configurational methodology that integrates structural, subjective dimensions, and social actions, it identifies and elucidates how these business groups have influenced the organization and structure of the Costa Rican TVET system. Qualitative methods were employed to construct a historical perspective of the changes in the TVET system within the context of significant economic, cultural, social, and political processes. This was achieved through 14 semi-structured interviews, participatory observation, and an analysis of historical documents. One of the primary findings is that the political activities of business groups related to TVET are a response to economic efforts aimed at developing a model based on attracting foreign direct investment and making Costa Rica an appealing destination for transnational companies in terms of skilled labor. Consequently, since 1980, processes of structural economic modernization have been implemented, including trade liberalization and openness, educational and legal reforms centered on modifying the curriculum to be competency-based, the introduction of dual apprenticeship programs, and the emergence of private vocational training institutions. In conclusion, the discourse surrounding the modernization of vocational training within the framework of global capitalist production processes, guided by Industry 4.0 and the transformations in the world of work that these labor relations imply, is evident. As a general observation, it can be stated that the business organizations under study, driven by a neoliberal ideology and practice, have endeavored to design a TVET system that caters to the immediate needs of transnational companies. This implies that the discussions about educational supply and business demand have been largely narrowed down to the specific requirements of these transnational corporations. |
